A used electric car in Japan is worth more than the sum of its miles, and the country is starting to treat it that way. NHK WORLD-JAPAN reports on a factory in Okayama Prefecture that pulls critical metals out of discarded EV batteries, and on a separate effort in Ehime Prefecture to stop those cars leaving the country in the first place. The two stories are the same story. Japan depends on imports for most of the rare metals used in batteries, phones and computers, the report says, and roughly 80 percent of the nation's used EVs end up overseas, taking the material with them. Recycling technology is not much use if the raw feedstock has already been shipped somewhere else.

The recovery side of this is further along than most buyers realise, but the market side is where the fight actually is. The obstacle NHK identifies, that Japanese buyers avoid used EVs because they cannot judge what the battery has left, is not unique to Japan. It is one of the main reasons used EV pricing has been unsettled in most markets that have one. The industry answer forming around it is disclosure: battery state of health, degradation history and remaining warranty presented at the point of sale rather than discovered afterwards. Anyone shopping a used EV anywhere should treat that data as a condition of the deal, not a bonus, and should confirm whether the manufacturer's battery warranty transfers to a second owner. A used EV with a documented pack is a different product from an identical car without one, and the gap tends to show up in the price.

On the technical side, the report describes a process that starts by incinerating collected lithium ion packs at more than 850 degrees Celsius to detoxify them and make them safe to take apart. What is left, once the casing is opened, is a dark powder the industry calls black mass. Inside those particles are the lithium, nickel and cobalt worth recovering. NHK says the black mass holds roughly ten times as much rare metal as mined ore, which is the whole economic argument for doing this. The company shown in the report has been experimenting with ways to extract the chemical compounds from that powder efficiently, and a representative says EV batteries are unusually valuable as a resource compared with batteries from other products, which is why establishing a workable recycling route matters.

The Ehime Prefecture side is a market problem rather than a chemistry problem. The report says the prefecture set up a council last year with around 60 companies from inside and outside the area, aimed partly at building a domestic secondhand EV market so the vehicles stay put. One dealer in the council told NHK that used EV sales had been slow because customers could not see or understand the condition of the battery, and that nothing on the market solved it. Working with an IT company from the same council, the dealership built a system that estimates a pack's remaining lifespan using data such as the owner's living environment and how often the car is used. Since it launched in December, the report says sales have risen 2.6 times against the same period a year earlier. The report also notes EV motors contain rare earth elements, so the recoverable value is not only in the pack.

Bottom line: the recycling plant is the easy half. Japan can already get the metal out of a battery. What it could not do until recently was give a buyer a reason to keep the car in the country long enough for that to matter, and a dealer selling 2.6 times more used EVs because he can finally show people a number is the more interesting result here. Battery health disclosure is going to become standard everywhere, and the countries that make it normal first will keep their materials. Watch whether this stays a prefecture-level experiment or becomes national policy.
