The Port of Long Beach wants to build a dedicated yard for assembling floating wind turbines that California is still only planning to put offshore. A port official told PBS SoCal the facility, called PURE WIND, is being built for the state's long-term energy future rather than for any single lease or year. That is either patient planning or an expensive guess. Read alongside this week's other four stories, the answer seems to depend less on the technology than on who is holding the risk while everyone waits.

Engineering with Rosie argues China settled that question long ago. Rosie Barnes, an engineer who spent a week riding the country's electric taxis, trucks and trains, describes a state that built factories, rail lines and now heavy-truck charging corridors ahead of demand, then let usage grow into them. The Beijing to Shanghai line she calls one of the most profitable railways anywhere is the payoff. The debt she mentions in the same breath is the bill. A government that plans in decades and lends through its own banks can absorb a miss that would sink a private company.

Volvo is placing the opposite bet, and doing it in the open. Autogefühl reports the facelifted XC60 plug-in hybrid now carries about 38 kWh of net battery, roughly two and a half times the old pack, and costs around 10,000 euros more than the mild hybrid. The host's own framing is the honest one: this is a car for people who drive electric all week and worry about patchy charging on the occasional long trip. Volvo is not building infrastructure. It is selling insurance against its absence.

The Mercedes CLA shows what happens when the infrastructure does turn up. Tom Moloughney of State of Charge charged one from empty at two different high-power stations and got nearly identical sessions, with half the battery back in 15 minutes. His caveat matters more than his headline: older chargers that cannot deliver that power will be slower. The car is ready. The network is the variable. Gatwick's robot valets are a small version of the same logic. The payoff, cars packed tighter than any person would park them, only works because the lot is closed to the public and run for machines rather than drivers.

What to watch: whether the federal uncertainty a clean energy analyst flags in the PBS report stalls California's floating wind plans before PURE WIND is finished, whether Mercedes' 22 minute 10 to 80 percent claim survives the dedicated test State of Charge has already recorded, and whether buyers pay Volvo's premium for a hedge when Autogefühl says a comparable EX60 costs less. Building first only looks smart in hindsight, and only for whoever can afford to wait for it.


Gatwick Hands Long-Stay Parking to Robots

Sky News visited the long-stay car park at Gatwick's South Terminal, where three robots from Stanley Robotics now move cars for passengers who book online in advance. Drivers pull into a garage bay, line their tyres up with painted guides, and leave. The robot slides underneath and lifts the car by its tyres, so the underbody is never touched, then carries it to a spot the system chooses. Because the robots ignore painted bay lines, cars end up parked far closer together than people would manage. One of the people behind the system told Sky the current safety margin is 20 cm, and that a malfunctioning robot is designed to simply stop. The system watches return flights so each car is back in a garage before its owner lands. One passenger said the service cost roughly £5 or £10 more than regular parking and was worth it to avoid door dings. Stanley Robotics' own website says the same system already runs at Lyon Airport and claims it can raise a car park's capacity by up to 50 percent. Neither source says whether an EV can charge while parked this way, which is worth asking before booking a week away.

Volvo Gives the XC60 Plug-In a 38 kWh Battery and a Harder Sell

Autogefühl toured the facelifted Volvo XC60, which picks up styling cues from the electric EX60 and keeps mild hybrid and plug-in hybrid petrol power. The big change is in the plug-in T6 and T8. Host Thomas says net battery capacity rises from 15 kWh to about 38 kWh, now mounted under the floor like an EV pack, which also flattens the rear tunnel. Volvo quotes up to 200 km (125 miles) of electric range on official cycles, while the host says a tougher cycle like the EPA's would put it nearer 130 to 140 km, with real driving somewhere in between. Charging is AC only at 11 kW, with no DC option, and the fuel tank gives up three litres to packaging. The trade-offs are spelled out. The video puts the added weight over the mild hybrid at about 360 kg, lists towing at 2.25 tonnes against 2.4 for the B5 mild hybrid, and prices the plug-in about 10,000 euros above it, from roughly 70,000 euros, or 83,000 for the T8. Inside, the host liked the new matte wood and reduced gloss black, but faulted Volvo for offering seat ventilation only with leather. The stakes are high: Volvo's own figures show the XC60 was its best-selling model in 2025 at 230,655 cars, and the carmaker says the plug-in version was Europe's best-selling PHEV in 2024.

The Mercedes CLA Charged the Same Way Twice, and That's the Point

Tom Moloughney ran two full 0 to 100 percent DC fast charging sessions on a CLA 350 4MATIC. The first, at Electrify America right after his 70 mph range test, had no battery preconditioning. The second, at IONNA, did. The results barely differed. According to the video, both peaked above 340 kW within the first minute (352 kW and 345 kW), both reached 50 percent in 15 minutes and 80 percent in 28, and both held above 100 kW until about 83 percent. Moloughney says preconditioning made no measurable difference because the battery was already warm in summer, and expects it would help in winter. Using his 385 mile range result, he calculates the car adds 100 miles in 5.8 minutes and 200 miles in about 16. He also flags a dip below 150 kW between roughly 32 and 62 percent that showed up in both sessions. Mercedes claims 10 to 80 percent in 22 minutes, and he says a 0 to 100 recording cannot fairly test that, so a dedicated follow-up is coming. Two outside figures point the same way: Edmunds also recorded 385 miles in its own CLA 350 range test, and Mercedes' published peak charging rate of 320 kW sits below what both of these sessions saw.

China Built the Chargers and the Tracks Before Anyone Asked

Engineer Rosie Barnes travelled from Shanghai to Hubei on China's electric transport network and came back with one argument: the country builds infrastructure first and lets demand catch up. She traces it to Wan Gang, a former Audi engineer who helped push EV research into China's national plan in 2001, years before Tesla sold its first car. The video says the government spent more than 200 billion yuan, about 29 billion US dollars, on EV subsidies and tax breaks between 2009 and 2022, and that EVs made up nearly 55 percent of new car sales in China last year. For freight, she describes a plan for 30,000 km of zero-carbon truck corridors and around 3,000 heavy-truck charging and swap stations by 2030, and cites a cost advantage over diesel of up to 26 percent on many routes. She also rode in a Windrose electric semi; founder Wen Han's company is targeting roughly 1,000 trucks this year and 100,000 by 2030. The high-speed rail network now exceeds 50,000 km, according to the video. Barnes is direct about the downside: the model leans on central planning and state banks, and the rail system carries a lot of debt. For drivers elsewhere, the practical lesson connects to the CLA test above: fast charging only pays off where someone has already built the corridor.

California's Wind Plans Head Offshore, Into Very Deep Water

PBS SoCal opens in the San Gorgonio Pass near Palm Springs, where the gap between a cool coast and a hot desert funnels steady wind. A wind farm operator there says the farm can power about 750,000 homes while the wind blows, or around 250,000 averaged over a year. A clean energy analyst in the report says wind is a small but important part of California's clean power mix because it keeps generating when solar output drops, and that state plans would roughly triple it by 2045. The report says offshore wind is part of that plan, and that is where the engineering gets harder. Deep water off the coast means turbines must float, and power must come ashore through floating substations. The Port of Long Beach is proposing PURE WIND, a yard to assemble turbines before they are towed out. The analyst names federal uncertainty as the industry's biggest obstacle. A critic in the report calls floating wind the most expensive way to make electricity anywhere, putting procurement and installation alone at about 180 billion dollars. Supporters in the report counter that the platforms borrow proven oil and gas technology, and the open question is scale. The sites already exist: in December 2022, the federal Bureau of Ocean Energy Management sold five floating wind leases off Morro Bay and Humboldt County for 757.1 million dollars, the first offshore wind lease sale on the West Coast.

Bottom line: Building ahead of demand works when the builder can survive being early, which is why China can do it at national scale and a single port or carmaker has to hedge. For buyers, the CLA is this week's lesson: its charging is already better than much of the network drivers will actually find, so check your route before paying for speed you cannot use. Volvo's big-battery XC60 is a sensible answer for these patchy middle years, but at 10,000 euros over the mild hybrid, and above a comparable EX60, it is a hedge priced like a conviction.
